Philippines to tighten casino monitoring under new AML/CTF strategy for 2026–2030

Authorities, led by the Anti-Money Laundering Council, aim to strengthen oversight of high-risk sectors ahead of a 2027 evaluation.


The Philippines.- President Ferdinand Marcos Jr. has directed all relevant government agencies to support the drafting of an updated National Anti-Money Laundering and Counter-Terrorism/Proliferation Financing Strategy (NACS). A new national strategy for 2026–2030 is to see increased scrutiny of casinos and other high-risk industries as the country works to avoid returning to Financial Action Task Force’s (FATF) “grey list.”

The AMLC has been tasked with leading the process ahead of the fourth mutual evaluation by the Asia/Pacific Group on Money Laundering in 2027. The Philippine National Police has pledged cooperation, including data sharing and joint operations targeting organised crime groups and illicit financial networks. Authorities plan to expand the use of technology and data analytics to detect suspicious transactions, particularly cross-border financial flows.

High-risk sectors such as casinos and import/export businesses will be subject to closer monitoring. Law enforcement units, including cybercrime and criminal investigation divisions, are also receiving specialised training in financial forensics, emerging financial crimes and money laundering trends.

The FATF removed the Philippines from its grey list in February 2025 after nearly four years of enhanced monitoring. The clean-up of the gaming sector, including the shutdown of offshore operators and tighter oversight of junket activities, was cited as a key factor in that progress. Nonetheless, authorities acknowledge that sustaining compliance will be a long-term process. The 2027 review will assess the Philippines’ technical adherence to the FATF’s 40 recommendations on anti-money laundering and counter-terrorism financing.
