22 administrative cases opened against Macau casino operators under revised gaming law

Five cases have resulted in sanctions while seven remain under investigation.


Macau.- The Gaming Inspection and Coordination Bureau (DICJ) has revealed that it has opened 22 administrative infraction cases against casino concessionaires since the city’s revised gaming law came into force in 2022. The data was disclosed in a written reply to legislator José Maria Pereira Coutinho.

Five cases resulted in penalties, ten were closed due to insufficient evidence and seven remain under investigation.

The regulator did not provide details about the violations involved or the value of the fines imposed. The revised gaming law allows authorities to impose fines of up to MOP5m (US$620,000) and the temporary closure of gaming areas in the most serious cases.

Coutinho questioned whether the limited number of sanctions reflected strong compliance or potential gaps in enforcement. He also asked the government to clarify how the administrative penalty system is being implemented and how regulatory bodies coordinate oversight of the sector.

In its response, the DICJ said the regulatory framework requires operators and other stakeholders to report any signs of criminal activity or violations of gaming legislation. The bureau also highlighted monitoring mechanisms, including continuous audits by independent external entities, real-time monitoring of casino operations, and financial compliance reviews.

Macau’s casino sector operates under six concessionaires following the 2022 retendering process, with licences valid through 2032. The updated legislation introduced a clearer administrative sanctions regime and stricter compliance requirements.
