The Japanese prefecture has launched a Request for Proposal process, targeting the 2027 application window to apply for an integrated resort licence.

Japan.- Aichi Prefecture has launched a Request for Proposal (RFP) process, inviting private-sector developers to submit proposals for a casino and entertainment complex on the artificial island housing Chubu Centrair International Airport in Tokoname City. Interested operators have until July 31, 2026, to submit letters of intent and participation statements.

The prefectural government has outlined a 1,000-point scoring system. Candidates will be judged on five primary categories:

Any bidder scoring less than 50 per cent in a category or less than 60 per cent overall will be eliminated. Following the July deadline, Aichi will engage in a competitive dialogue phase with participants until September. A primary operator candidate and an alternative are expected to be selected between late 2026 and spring 2027 in time for the expected second application window to apply for IR licences from Japan’s national government between May and November 2027.

The prefecture has already allocated JPY276.6m (US$1.75m) for research into boosting tourism around Chubu Centrair International Airport island. Governor Hideaki Omura withdrew Aichi from the first round of IR bids in 2022 due to pandemic-related disruptions.
