Proposed legal changes would create centralised digital oversight for the gambling sector.
Armenia.- The National Assembly’s Standing Committee on Economic Affairs’ has given its approval to proposals to create a centralised system for the oversight of gambling in Armenia. Under the proposed changes to the Law on the Regulation of Gaming Activities and related legislation, the State Revenue Committee (SRC) would run a competitive tender to select a system operator for a 15-year term.
The selected entity would be responsible for developing and managing a digital infrastructure integrating all licensed gambling operators, both online and land-based. According to SRC Deputy Chairman Rafael Gevorgyan, the system would provide authorities with comprehensive, real-time data on betting activity, including wagers, payouts and losses – information that is currently fragmented or unavailable.
The legislative package seeks to prevent legal challenges to suspending the tender process. While participants would retain the right to pursue judicial review, courts would not be able to halt the competition, allowing the selection process to continue. Any final court ruling would be reflected in adjustments to the outcome.
Lawmakers have discussed measures to address illegal online gambling, including restrictions on advertising by unlicensed operators and improved tools to block access to illegal websites.
