Cambodia.- The Commercial Gambling Management Commission of Cambodia (CGMC) has withdrawn the licence of Shang Hai Resort casino in Chantrea district, Svay Rieng province, following an investigation that uncovered an alleged online scam network operating on its premises.
The action follows a coordinated operation on April 1, conducted in collaboration with the National Police, the Svay Rieng Unified Command, and the Prosecutor’s Office of the Svay Rieng Provincial Court.
During the inspection, authorities uncovered evidence linking the site to online scam operations allegedly targeting victims outside the country. They confiscated equipment and materials believed to have been used.
The raid led to the detention of 107 foreign nationals, including 26 women of four different nationalities. Authorities said the detained foreign nationals are being processed by relevant agencies to determine their roles in the operation. Investigations are ongoing to establish whether they were victims of trafficking or active participants.
According to the CGMC, by facilitating unlawful operations on the property, the Shang Hai Resort parent company infringed the rules of the Law on the Management of Commercial Gambling. As such, its licence, originally issued on July 28, 2022, was rescinded.
The CGMC pledged to continue joint efforts with the Secretariat of the Ad Hoc Commission for Combating Online Scams and other authorities to intensify monitoring and enforcement actions across licensed gambling venues. The regulator warned that any establishment found to be involved in or facilitating illegal activities risks immediate suspension or permanent revocation of its operating licence.
The development comes amid recent concerns raised by Amnesty International, accusing some casinos in Cambodia of being linked to scam operations involving forced labour, human trafficking, and abuse.
