DFNN names US lottery director as board advisor

The Philippine gaming tech company has appointed Charles McIntyre as independent advisor on combating illegal gaming.

The Philippines.- The gaming technology firm DFNN has named Charles R. McIntyre, executive director of the New Hampshire Lottery in the United States, as an independent board advisor to strengthen its efforts against illegal gaming. The appointment was approved during a special board meeting on August 22.

DFNN stated: “Mr McIntyre’s appointment strengthens DFNN’s commitment to expanding its global knowledge and expertise in compliance and in the unified issue of combating illegal gaming.” The firm said that it “seeks global talent in reinforcing the company’s alignment with global best practices and regulatory standards.”

DFNN added that McIntyre’s expertise will “further enhance DFNN’s compliance framework and governance structures, ensuring that its gaming sector operations continue to adhere to internationally recognised legal and ethical benchmarks.”

McIntyre has been executive director of the Massachusetts State Lottery Commission since 2010. He was assitant executive director and general counsel from 2003 to 2010. He was inducted into the PGRI Lottery Hall of Fame in 2017 in recognition of his expertise in gaming law.

Philippine Senate begins hearings on calls for online gambling ban or stricter regulation

The Philippine Senate has begun assessing whether to ban online gambling entirely or introduce tighter controls. Recently, joint committee hearing saw discussion of three pending bills that propose a ban alongside two measures aimed at strengthening regulation. The latter propose measures such as restricting e-wallet use, enhancing monitoring systems and boosting coordination among regulators.

Senate majority leader Joel Villanueva described the issue as “a growing concern that we must address decisively.” Senator Pia Cayetano, who filed a bill for a ban, stated: “As chairman of the committee on ways and means, it is my hope that there will not be a need for me to call a hearing on taxation on online gambling operations because we will be banning outright.”
