India.- The government of Goa has approved a set of regulations aimed at strengthening control over the state’s casino industry in what officials describe as a major step towards greater transparency and enforcement. The new Goa Public Gambling Rules have been cleared by Chief Minister Pramod Sawant and are expected to be formally notified later this month following final legal vetting.
Under the revised framework, the state’s Gaming Commissioner will take over the issuance of casino entry tickets, currently handled by operators. Authorities will maintain daily records of visitor entries, creating an audit trail and allowing the government to verify the exact number of patrons entering both onshore and offshore casinos.
Until now, authorities have lacked mechanisms to verify patron profiles, monitor spending levels, or trace the source of funds used inside casinos, raising concerns about potential money laundering risks.
Although the position of Gaming Commissioner was created in 2020, it had not been fully operational. The new rules will grant the commissioner the authority to order the closure of a casino, seal gaming operations within a five-star hotel or take custody of an offshore casino vessel in cases of non-compliance. Financial penalties for violations can reach up to INR7.5m (US$81,000).
The regulatory overhaul comes amid mounting pressure from residents and activist groups in Panaji, who have staged protests against the expansion of offshore casinos along the Mandovi River. Critics have cited environmental concerns, rising gambling addiction and what they describe as the transformation of Goa into a “sin city.”
The move also addresses financial compliance issues within the sector. Eight casinos reportedly owe the government more than INR3.14bn (US$34.4m) in outstanding dues, with some arrears dating back to 2018.
