India.- The Government of Goa has approved a new enforcement framework that will allow authorities to impose financial penalties of up to INR 7.5m (US$82,800) on casinos found in breach of licence conditions. It’s the first time direct fines have been introduced for the sector.
The rules apply to both onshore and offshore casinos. The coastal Indian state, which hosts more than a dozen land-based venues and six offshore gaming vessels under state-issued licences.
Under the graded penalty structure, operators will face fines of INR 2.5m (US$27,000) for a first violation, INR 5m (US$55,000) for a second breach and up to INR 7.5m for a third or subsequent violation of licence terms. Authorities may also forfeit the operator’s security deposit, cancel the licence, or apply both sanctions simultaneously, depending on the severity of the infraction.
Officials said the new provisions represent a significant shift in regulatory enforcement, as the state previously relied primarily on licence suspension or cancellation in cases of non-compliance, with no mechanism for direct monetary penalties.
The policy change follows debates during the monsoon session of the Goa Legislative Assembly, where lawmakers raised concerns over alleged live gambling activities inside casino premises and questioned whether certain operations violated licensing conditions.
In the wake of the discussions, the Goa Police conducted a search operation at an onshore casino in Candolim over allegations of live gaming on site. During the raid, officers seized cash and gaming equipment valued at around INR 3.5m (US$38,000), including a live card table, display screens, playing cards and other gambling-related items.
Police also detained 11 individuals in connection with the case. All were later released on bail, according to local reports.
