The Enough is Enough campaign is challenging the legality of casinos operating on the Mandovi River.

India.- A growing civic movement is putting pressure on casinos in Goa. The expanding “Enough is Enough” movement, led by former judge Ferdino Rebello, is challenging the legality of offshore casinos operating on the Mandovi River, arguing that such operations may conflict with provisions under India’s Gambling Act.

Enough is Enough was originally focused on land conversion and environmental concerns. Speaking at the inauguration of the movement’s office in Panaji, Rebello said a letter would be sent to chief minister Pramod Sawant to challenge the continued presence of offshore casinos. He said that if authorities fail to respond, the movement may encourage political mobilisation and support candidates aligned with public-interest causes.

Goa has several floating casinos on the Mandovi River. While the sector plays a key role in tourism and state revenues, it has long faced public scrutiny over environmental impact and social concerns.
