Amid enforcement in Cambodia and Myanmar, criminal organisations are migrating to Vietnam, Hanoi says.
Vietnam.- The Hanoi Department of Public Security has warned that criminal groups previously located in Cambodia, Myanmar and the Philippines are now using Hanoi’s upscale gated communities as bases. It says authorities identified three major cases involving 58 foreign nationals between mid-December 2025 and March 2026.
Rather than the large industrial compounds in the Mekong region, groups were opting for small, mobile cells operating under the cover of legitimate high-end residency, it says. It added that groups were organising internet gambling alongside phone-scam activities.
To minimise local pressure, the groups avoid targeting Vietnamese citizens, focusing on victims in South Korea, Japan and other Asian nations.
