Japan.- The governor of Hokkaido prefecture, Naomichi Suzuki, has urged Japan’s national authorities to investigate why Osaka was the only city approved to host an integrated resort with a casino in the country’s first application cycle, which ended in December 2023.
Suzuki made the request on Friday, ahead of Hokkaido’s first meeting of its “IR expert panel,” tasked with providing guidance to the prefecture on how to plan a potential bid for the 2027 round of integrated resort applications. He said: “Only Osaka prefecture was approved. Nagasaki prefecture was not approved. Yokohama city and Wakayama prefecture did not make applications. I think that the [national] government needs to examine the reasons behind that.”
Hokkaido had initially shown interest in the first round of IR applications but exited the process in late 2019 before applications formally opened. The only successful project from that round, MGM Osaka, is scheduled to open by the end of 2030.
For the upcoming round, Suzuki noted that Hokkaido had submitted feedback, urging the national government to “consider what integrated resorts in local areas should look like, which may differ from those in major metropolitan centres.” He added that Hokkaido “continues to advance work on ‘the basic stance on IR of Hokkaido Prefecture’ and the ‘Hokkaido-Style IR concept.’”
The purpose of the IR expert panel, made up of nine local specialists covering areas such as business, tourism, and gambling addiction research, is to consult experts and use their guidance to develop ‘The Basic Stance on IR of Hokkaido Prefecture.’ Discussions at the panel’s first meeting will focus on defining the appropriate size and functions of integrated resorts in local areas.
