Japan.- Hokkaido prefecture has initiated a tender process to appoint a research partner to explore the potential development of an integrated resort (IR) with a casino. The move comes ahead of a second round of IR applications in Japan
The selected provider will work with the prefectural government until January 29, 2027, on feasibility studies and planning related to a possible large-scale resort proposal. It will analyse tourism demand, infrastructure capacity and broader economic impacts and develop a preliminary timeline for implementation.
The research partner will also engage with private sector stakeholders to assess investment interest and operational considerations. The project will also involve participation in panel discussions and the preparation of reports to support policy decisions.
Hokkaido allocated approximately JPY9.98m (US$62,000) for research in its 2026 draft budget. The prefecture is expected to revise its IR development stance by autumn 2026 with a decision on whether to proceed with a bid and potentially identifying a preferred location. For now, Tomakomai is its only municipality to have publicly confirmed interest in hosting a casino.
Japan’s first approved IR is currently under development in Osaka, the only successful bid in the first round of applications. Hokkaido has very different characteristics, including a more seasonal tourism profile.
