Japan.- Hokkaido’s prefectural government has indicated in the prefecture’s fiscal 2026 draft budget an intention to allocate nearly JPY10m (US$65,214) for research and a policy review into the potential development of an integrated resort with a casino. The allocation would be used to reassess Hokkaido Prefecture’s basic policy position on an integrated resort.
The development comes after Hokkaido’s governor, Naomichi Suzuki, called on the national government to examine why only a single bid succeeded in the first IR application round, which ended in December 2023. He said the prefecture would continue assessing its own IR stance ahead of the next round, planned for 2027.
Governor Suzuki said last month that Hokkaido was working to define its basic stance on an IR and “Hokkaido-Style IR Concept”. He said the prefecture would seek input from local authorities as well as relevant private and public organisations.
This ‘basic stance on IR’ would serve as a framework for the Hokkaido governor to determine whether the prefecture will move forward with submitting an IR district development plan or adjust its approach.
