India.- The Supreme Court has confirmed November 4 as the date for its initial hearing on a consolidated batch of petitions challenging the Promotion and Regulation of Online Gaming Act, 2025. The petitions, filed by companies including Head Digital Works (A23), Dream11, PokerBaazi, and Rummy Circle, were originally made to the High Courts of Karnataka, Delhi, and Madhya Pradesh but were transferred to the Supreme Court to avoid overlapping proceedings.
Today, a bench led by Justice J.B. Pardiwala confirmed the hearing after Senior Advocates C. Aryaman Sundaram and Arvind P. Datar, appearing for the petitioners, sought clarity on the schedule. Representing the Union government, Solicitor General Tushar Mehta maintained that the legislation falls within the Centre’s legislative competence and aims to curb financial and social harm caused by gambling-style games.
Petitioners contest the constitutional validity of the act, arguing that it violates the freedom to conduct business under Article 19(1)(g) and disregards prior Supreme Court rulings that recognised rummy, poker and similar games as skill-based activities. Since its enforcement, major platforms have suspended real-money operations, warning that the blanket prohibition threatens a sector that employed thousands and attracting international venture capital.
