The number of cases last year was the highest since 2018.

Japan.- Some 317 people were subject to arrest or other enforcement action for suspected involvement in online gambling in in Japan in 2025. That’s according to data released by the National Police Agency today.

It’s the highest figure since 2018 and an increase of 38 cases compared with the previous year. Authorities attribute the rise mainly to a growing number of people using online casino platforms independently.

Under Japan’s Penal Code, placing bets on offshore online casino platforms from within the country is classified as a criminal offence. Officials said awareness of the legal restrictions appears to be improving, but enforcement challenges persist. A National Police Agency representative said that further measures are needed to reduce participation, adding that efforts will continue to limit both access and usage of online casino services.
