Japan’s new PM reportedly orders tourism ministry to promote integrated resort development

The tourism ministry is expected to reopen applications for intergrated resorts.


Japan.- Newly appointed Prime Minister Sanae Takaichi has reportedly instructed her incoming minister of land, infrastructure, transport and tourism to promote the devcelopment of integrated resorts (IRs). According to Japanese media, Takaichi’s nine key goals for Yasushi Kaneko include the promotion of IRs as part of an effort to strengthen the country’s tourism appeal.

Kaneko’s ministry oversees the Japan Tourism Agency (JTA), which responsible for casino resort licensing. There was already expectation that Japan would hold another round of bidding of IR licences after only one out of a possible three licences the first time around. That went to MGM Osaka, which is due to open in 2030.

Takaichi’s Liberal Democratic Party (LDP) has formed a coalition with the pro-business Japan Innovation Party (Ishin no Kai), replacing the LDP’s previous alliance with the Buddhist-influenced Komeito. Ishin no Kai is led by Osaka governor Hirofumi Yoshimura and is in favour of more IRs in Japan.

Reports suggest the national government is preparing to survey all 47 prefectures and 20 ordinance-designated cities to gauge interest in hosting a casino resort. Should enough local authorities express interest, a new round of applications could open as early as 2026, following a period of public consultation and cabinet review.

Among the potential candidates, Hokkaido has re-emerged as a possible contender after withdrawing from the initial round in 2019. Governor Naomichi Suzuki confirmed that the prefecture plans to present a revised IR proposal to its assembly in November 2025, addressing key concerns such as responsible gambling, environmental sustainability, and economic viability.
