New legislation opens the door to additional casino regions in key tourist destinations.
Kazakhstan.- Legislative changes will allow more casinos in Kazakhstan in a bid to boost international tourism to the country. Under the new law, casino zones may be established in designated areas of Mangystau, Almaty, East Kazakhstan and Zhetysu.
These would be in addition to the current casino destinations of Borovoye and Kapchagay. Government officials say the objective is to use tourism-ready locations to stimulate regional economies without loosening regulatory oversight.
Minister of tourism and sports Yerbol Myrzabosynov said the proposed zones were identified for their natural and infrastructural advantages. Potential locations include the Caspian Sea coastline in the Mangystau Region, areas surrounding Lake Alakol in Zhetysu, the Talgar District near Almaty, and sites close to Markakol and the Zaysan District in East Kazakhstan. The final selection of locations will be determined by local executive authorities, allowing regional governments to align the choice with existing tourism plans.
The government estimates that each new casino could generate between KZT2bn (US$3,9m) and KZT3bn (US$5,8m) in annual tax revenue and create approximately 500 direct jobs, in addition to indirect employment in hospitality, transport and related services. Casinos will continue to be taxed per gaming table under the existing fiscal regime.
