Macau government to review investments by city’s casino operators

Macau.- Chief executive (CE) Sam Hou Fai has noted that the government plans to review the progress made by the city’s six casino operators on both the gaming and non-gaming investments pledged under their concession contracts. The review is to cover the 2023–2025 period.

He made the comment during his 2026 Policy Address at the Legislative Assembly on Tuesday (November 18). Titled “Accelerate reforms and efficiency with keen determination; overcome challenges and promote diversification with fortified efforts,” the speech outlined the SAR government’s key priorities for 2026.

The CE said: “We will urge concessionaires to fulfil their concession contract commitments, implement gaming and non-gaming investments and expand diversified tourism projects and products.”

In 2022, Macau’s six concessionaires pledged to the city’s government that they would invest MOP118.8bn (US$14.8bn) between them over the course of their new 10-year permits, from 2023 to 2032.

As for government priorities, the chief executive said: “The SAR Government will focus on cultivating internationally competitive new industries through enhanced policy support, increased capital investment and optimised business environments, thereby effectively implementing the ‘1+4’ objectives for moderate economic diversification.”

The government has set a target to derive 60 per cent of gross domestic product from non-gaming attractions by 2028.

Macau’s 2025 fiscal budget amendment bill forecasts annual gaming tax revenue of MOP79.8bn (US$9.87bn). The government cut its GGR estimate from MOP240bn ($29.69bn) to MOP228bn ($28.2bn) due to global economic conditions and changes in tourist consumption patterns.

The Gaming Inspection and Coordination Bureau (DICJ) reported that Macau’s gross gaming revenue (GGR) was MOP24.09bn (US$3bn) in October. Cumulatively, Macau’s GGR for the first ten months of 2025 was MOP205.43bn (US$25.64bn), an 8 per cent increase year-on-year. However, the figure remains 16.7 per cent below the January-October period in 2019, when GGR totalled MOP246.74bn (US$30.8bn).
