Macau.- Police have arrested 65 people allegedly linked to a suspected cross-border operation that laundered money through illegal currency exchange services linked to casino gambling. The operation was carried out jointly by Macau’s Judiciary Police and law enforcement agencies in Guangdong province, with coordinated raids in Zhuhai and parts of Guangxi. Of those detained, 25 were arrested in Macau, while the remaining 40 were arrested in mainland China.
Investigators said the network had been operating since early 2025 and was built around an informal money exchange system designed to serve gamblers moving between mainland China and Macau. Members allegedly approached gamblers in Macau’s NAPE and Cotai gaming zones and offered currency exchange between Hong Kong dollars, yuan and casino chips.
Police believe the network used currency exchange to launder proceeds from telecom scams in China before transferring them into the Chinese financial system. Authorities estimate the group processed at least CNY45.6m (US$6.7m) in suspected illicit funds, generating about CNY2.5m in profit through conversion fees and circulation activity.
Some gamblers who interacted with the group reported financial complications, including restrictions placed on their bank accounts. Police said those implicated in the case will be charged with participation in a criminal organisation, illegal money exchange operations and money laundering offences.
