The lottery technology firm will unwind its HHR Philippines investment and halt E-Lotto participation.
The Philippines.- Pacific Online Systems Corp has announced it will discontinue its participation in the Philippine Charity Sweepstakes Office’s (PCSO) E-Lotto project and divest its stake in HHR Philippines Inc. It cited government policy as the reason.
In disclosures to the stock exchange, the gaming technology provider said its board approved the exit from the web-based E-Lotto initiative after authorities adopted a tougher regulatory stance toward online gambling formats.
The company had received a notice of award in 2024 from the Philippine Charity Sweepstakes Office for a five-year contract to supply a web-based application platform supporting the E-Lotto system. However, shifting policy and controversies linked to other online gaming segments placed the project in what the firm described as a “prolonged suspended animation.”
Pacific Online said the government’s position against continuing the licensing of online betting operations is unlikely to be reversed, prompting the board to halt involvement and redirect resources to more viable opportunities.
Alongside the E-Lotto withdrawal, the company confirmed it is unwinding its planned investment in HHR Philippines Inc. (HHRPI), operator of the Buenas PH platform. The firm had agreed in January 2025 to acquire a 37.5 per cent stake in HHRPI, equivalent to 81,000 common shares valued at around PHP150m (US$2,5m), to be settled in tranches.
Both parties have now agreed to revisit and unwind the arrangement, with a private third-party investor set to assume Pacific Online’s rights and obligations once regulatory compliances are completed. Following the process, the company will cease to be a shareholder of record in HHRPI.
Despite stepping back from online gambling-related projects, Pacific Online said it will continue to focus on its core business of developing and managing computer systems, terminals and software for the Philippine lottery sector, where it provides ongoing technical and market support to PCSO.
