PAGCOR start enforcement of B2B accreditation rules

The Philippine regulator has begun requiring operators to submit vendor lists to verify supplier accreditation.


The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) has begun enforcing its business-to-business (B2B) accreditation framework through operator supply chains, according to a regulatory alert issued by consultancy Arden Consult. The move comes ahead of a March 31 deadline for igaming suppliers to obtain accreditation.

Recently required licensed operators and gaming system administrators (GSAs) must submit lists of B2B vendors. The regulator will then verify whether suppliers have secured the required accreditation. If unaccredited vendors are identified, operators may be instructed to discontinue their services, which may include issuing cease-and-desist orders.

“Recent regulatory developments indicate that PAGCOR is moving from policy implementation to active compliance verification,” Arden Consult said in its alert.

As a result, operators have begun requesting documentation from partners to demonstrate their regulatory status, such as accreditation certificates or proof that applications are in progress.

As of March 5, the regulator listed 37 accredited game content providers, six game aggregators, and several approved support service providers covering areas such as payment channels, marketing services, customer support, and KYC systems. Suppliers not on these lists may face increased scrutiny or risk being excluded from operator ecosystems if they cannot demonstrate progress towards compliance.

Consultants note that suppliers still have options if accreditation has not yet been completed, including submitting direct applications, partnering with accredited gaming system administrators, or working through Philippine-based intermediaries.
