The Supreme Court decision ends a decades-long funding dispute.
The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) is set to resume remitting 5 per cent of its gross gaming revenue to the Philippine Sports Commission (PSC) following a final Supreme Court ruling, local media outlet Philstar reports.
Under Republic Act No. 6847 of 1990, PAGCOR is legally required to remit 5 per cent of its gross income each year to the PSC’s National Sports Development Fund. However, an executive order in 1993 effectively reduced this share to 2.1375 per cent, prompting legal and legislative challenges. The Supreme Court has now upheld the original statutory requirement and dismissed PAGCOR’s motion for reconsideration.
According to Philstar, the PSC’s chairman, Patrick Gregorio, has met with PAGCOR’s chairman and CEO Alejandro Tengco, to advance the operational details. PAGCOR’s latest full-year revenue figures for 2025 indicate total gross gaming revenues of roughly PHP106bn (US$181m). At the restored 5 per cent rate, that would mean an annual contribution of around PHP5.3bn.
The Supreme Court directive also requires PAGCOR to settle under-remitted funds dating back to 1993, estimated at approximately PHP37bn (US$633m) to be paid over a 10-year period. The must Philippine Charity Sweepstakes Office (PCSO) with reviewing and reconcile its own historical obligations.
The PSC has signalled that the anticipated financial inflows will boost investment in national training facilities and expand athlete benefits and support initiatives. “The PAGCOR funds will transform our best dreams for Philippine sports and tourism into reality,” Gregorio said.
