Pakistan.- The Institute of Cost and Management Accountants of Pakistan (ICMA) has urged the government to introduce new taxes on digital services and online gaming as part of its recommendations for the 2026–27 budget. The Digital Services Tax (DST) proposal submitted to the Ministry of Finance’s Tax Policy Office aims to raise strengthen the country’s tax base.
According to ICMA, the proposals follow a study of the country’s fiscal agenda and global best practices. The institute has called for a structured licensing regime for online gaming, which remains largely unregulated despite its popularity through offshore platforms. Licensed operators would be permitted to offer gaming services subject to government supervision and a 2 per cent tax on gross revenues.
The ICMA argued that introducing clear regulatory oversight alongside taxation would not only boost government revenue but also bring greater transparency and accountability to the online gaming sector. Other recommendations include levies on corporate advertising for companies with turnover exceeding Rs100m (US$358,102), additional tax on high-value second homes and a financial transaction tax on equities, derivatives and digital assets.
