The Philippines.- The Philippines National Bureau of Investigation (NBI) has launched an investigation into allegations that agrarian lands in Bataan were illegally transferred to a former offshore gaming operator. The agency says around 20 farmers submitted sworn affidavits and supporting documents to the NBI-National Capital Region (NCR) detailing claims.
The complainants alleged that land parcels covered by Certificates of Land Ownership Award (CLOAs) were sold to a private corporation previously involved in the now-banned offshore gaming business without approval from the Department of Agrarian Reform (DAR), which is mandatory for such transactions involving agrarian reform lands. The farmers named several individuals in connection with the transactions, including former presidential spokesperson Harry Roque.
The NBI said initial findings suggest the possible use of falsified documents in the processing and transfer of titles. It added that the NCR office is conducting a case build-up to establish probable cause and identify individuals who may be held liable. Observers suggest that investigations may extend to the source of funds used in the land purchases.
