Philippine GGR flat on Q3 amid online gaming reforms

PAGCOR has reported US$1.6bn in gross gaming revenue for the third quarter.


The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) has reported that the Philippine gaming industry posted PHP94.51bn (US$1.6bn) in gross gaming revenue (GGR) in the third quarter of 2025. The figure was down slightly from the PHP94.61bn reported a year earlier following online gaming reforms and tighter rules for digital payments.

According to the agency, the Electronic Games (E-Games) segment remained the strongest performer, rising 17.4 per cent to PHP41.95bn (US$712m). PAGCOR chairman and CEO Alejandro H. Tengco saidthat the growth was mainly due to strong July 2025 numbers as revenue in August and September declined following the mandatory delinking of e-wallets from legitimate gaming platforms.

Tengco said: “The figures reflect an industry that is adjusting to necessary safeguards. The delinking of e-wallets resulted in a short-term decline in activity toward the latter part of the quarter. However, these measures are vital to protect players and ensure secure, transparent transactions.”

He cautioned that while legitimate operators strictly comply with the new rules, illegal online gaming sites continue to expand aggressively, putting players at risk. “These unauthorised platforms do not follow responsible gaming standards, do not pay taxes, and put players at risk of data theft and fraud,” Tengco said. “We urge the public to avoid illegal sites and to engage only with PAGCOR-licensed platforms.”

All other gaming segments saw lower revenue during the third quarter. PAGCOR-operated casinos recorded an 11.6 per cent decline to PHP3.22bn (US$54.6m), while licensed casinos fell 10.2 per cent to PHP45.56bn (US$773m). Bingo revenue decreased 16.2 per cent from PHP4.52bn to PHP3.79bn (US$64.2m).

In terms of GGR share, PAGCOR-operated gaming venues accounted for 3.4 per cent, licensed casinos 48.2 per cent, E-Games 44.4 per cent and bingo operations 4 per cent.

PAGCOR’s CEO expressed confidence that the industry would regain momentum as players adapt to new e-wallet protocols while authorities strengthen enforcement measures against illegal gambling portals.
