Simon Clare, a well-known figure in the horseracing and betting industry, has been appointed by the Betting and Gaming Council (BGC) as its new representative on the Horserace Betting Levy Board (HBLB). This move underscores the BGC’s commitment to bolstering the relationship between bookmakers and the horseracing sector. Clare’s wealth of experience is expected to significantly enhance the Board’s efforts to support and improve horseracing in the UK.
The HBLB, responsible for collecting a statutory levy from the horseracing business of bookmakers, plays a pivotal role in advancing veterinary science, improving breeding, and enhancing the overall horseracing industry. Clare will be stepping into a critical role, previously held by Mike O’Kane, to represent bookmakers on the seven-member board. His appointment comes at a time when the sector is experiencing record contributions to the levy.
Simon Clare Joins Horserace Betting Levy Board as BGC Appointee, Bringing Decades of Experience
Simon Clare brings nearly three decades of extensive experience in both the betting and horseracing industries. His career began when he was accepted into the prestigious The Jockey Club Graduate Scheme, during which he completed a placement with the HBLB. This early exposure laid the foundation for his deep understanding of the intersection between betting and horseracing.
Clare’s professional journey includes significant roles within the Jockey Club and the British Horseracing Board, enhancing his credentials in the sport. His career further expanded into the betting industry, where he took on various roles at Ladbrokes and Coral. Following the 2016 merger of the two companies, Clare became responsible for PR, sponsorship, and social media for both brands. He currently serves as the Customer Communications Director for Entain UK, overseeing brands like Coral and Ladbrokes.
Driving Positive Change for Horseracing
The Horserace Betting Levy Board collects a levy from bookmakers’ horseracing businesses, which is then allocated towards breeding improvements, veterinary advancements, and the overall enhancement of horseracing in the UK. Clare’s involvement comes at a crucial moment as the industry continues to evolve and adapt to changing regulations and market dynamics.
In May, it was reported that BGC members are projected to contribute a record £105 million ($137.4 million) in levy payments to the HBLB for the past year. This figure marks a £5 million increase from the previous year, representing the third consecutive annual rise in levy contributions. Clare’s expertise is expected to help steer these contributions toward impactful and sustainable initiatives in the sport.
Endorsements from Industry Leaders
Commenting on Clare’s appointment, Grainne Hurst, CEO of the Betting and Gaming Council, expressed confidence in his capabilities:
“We’re delighted Simon is joining the HBLB. He brings an unrivalled wealth of experience from his many years with Ladbrokes and Coral, where he has become respected as a vocal and passionate champion of the sport. I know his wisdom and knowledge will be crucial assets to the HBLB over the coming years.”
Hurst also took the opportunity to commend Mike O’Kane for his contributions during his tenure on the Board. O’Kane played a significant role in representing the sector during a period of considerable change for horseracing and record levy contributions.
Simon Clare himself expressed his enthusiasm and honor for taking on this new role:
“Mike O’Kane will be a hard act to follow, and I would like to thank him for the great contribution he has made in his time in the role. I have been fortunate to have enjoyed a long and varied career within the betting industry with Coral, now Entain, alongside a lifelong passion for horseracing and all major sports. I hope to make a valuable contribution to the Board.”
A New Era for Horseracing Advocacy
Simon Clare’s appointment to the Horserace Betting Levy Board represents a pivotal moment for the UK horseracing and betting sectors. His deep-rooted experience in both industries equips him to drive strategic initiatives that will benefit horseracing, strengthen the bond between bookmakers and the sport, and ensure that levy contributions are used effectively. As the BGC continues to support horseracing’s growth, Clare’s leadership on the Board is expected to herald a new era of positive collaboration and development.
