India.- Police in Bihar have arrested six individuals accused of running fraudulent lottery operations aimed at Bhutanese players. Two of the suspects are from Jaigaon, a border town known for attracting Bhutanese lottery customers.
Lottery participation remains highly restricted in Bhutan, causing players to cross into Jaigaon or turn to online channels. Street vendors, makeshift stalls and small shops sell tickets, though operations now also use messaging apps such as WhatsApp, WeChat and Telegram.
Investigations have revealed that these operators frequently use Bhutanese mobile numbers or Nepalese SIM cards to conceal their identities. Participants are added to online groups, instructed to pick numbers digitally, and asked to transfer funds via mobile banking apps. While small payouts are sometimes made to maintain credibility, larger winnings are withheld.
