Under legislation dating back to 1935, snooker and billiards are treated as gambling-related activities. This requires operators to obtain permits that are often difficult for smaller clubs to secure, while also prohibiting under-18s from playing. Authorities have indicated that safeguards would remain in place, including requirements for venues to display warnings related to gambling risks.
