Thailand.- The Thai Senate is preparing to deliberate on a committee report that advises against legalising casinos at entertainment complexes. The report to be discussed on Tuesday warns that the bill promoted by the previous administration could trigger constitutional, economic and social repercussions.
The report was compiled by a Senate panel chaired by Senator Veeraphan Suwannamai. It concluded that the draft law is based on unproven economic assumptions and lacks solid evidence. While the bill was presented as part of a strategy to boost tourism and diversify revenue, the committee argued that casino complexes would generate little real economic value.
According to the findings, the main effect would be the transfer of money between gamblers rather than the creation of new wealth, while it cites infrastructure costs and a potential long-term financial burden. Beyond economic concerns, the panel highlighted social risks, including gambling addiction, crime and strain on the healthcare system.
The committee also said the draft law contradicts provisions related to the rule of law and democratic integrity in Sections 3 and 26 of the Thai Constitution. It said the proposed Entertainment Complex Policy Board, which would be chaired by the prime minister and would have the power to amend or abolish existing laws, would bypass political accountability and erode the system of checks and balances.
The committee urged the government to consider alternative strategies, such as developing wellness complexes and called on the Senate to reject the draft bill unless it is revised to comply with constitutional principles and ensure proper limits on executive power.
