Timor-Leste.- Police have arrested 28 foreign nationals on suspicion of operating an illegal online gambling and cyber fraud centre in Timor-Leste’s capital, Dili. According to the Criminal Investigation Police (PCIC), most of those arrested are Chinese nationals, some of whom are believed to have a history of involvement in similar activities in Myanmar, Cambodia and Laos.
The latest arrests follow other enforcement actions in recent weeks. According to authorities, more than 300 people, mainly citizens of China, Cambodia and Indonesia, have been detained on suspicion of involvement in illegal online activities, primarily related to online gambling and fraud.
The United Nations Office on Drugs and Crime (UNODC) warned in September last year about the growing presence of organised criminal groups in Oecusse, Timor-Leste’s enclave within Indonesian territory. The Timorese government subsequently revoked all licences previously granted for online gambling and betting operations and suspended the issuance of new licences, citing concerns over security and social stability.
