Northern Mariana Islands.- Lawmakers in Tinian have unanimously approved legislation suspending the annual compensation of members of the Tinian Casino Gaming Control Commission, citing the absence of funding following the closure of the island’s last licensed casino operations.
The Tinian and Aguigan Legislative Delegation passed Senate Local Bill 24-3 this week, amending the existing casino law to allow for the suspension of commissioners’ salaries when no appropriated funds are available. Under the previous framework, each commissioner received an annual salary of US$55,000, primarily funded through license fees paid by casino operators.
The amended law provides that, in the absence of such funding, commissioners will instead receive per diem compensation capped at US$60 for a full-day meeting and US$30 for a half-day or shorter session. It also explicitly prohibits any retroactive payment of annual salaries once compensation has been suspended.
The funding shortfall follows the shutdown of the Tinian Diamond Hotel and Casino in December 2024, which eliminated the commission’s primary revenue source. The island had already seen a prolonged absence of casino activity after the earlier closure of the Tinian Dynasty Hotel & Casino, whose license was revoked in 2016 following a US$75m civil penalty imposed by US authorities on its owner for anti-money laundering violations.
According to the text of Senate Local Bill 24-3, the Tinian Casino Gaming Control Commission relies almost entirely on annual license fees to cover its operating costs, including commissioner compensation. With no active licensees, lawmakers concluded that maintaining full annual salaries was no longer financially viable.
