The Milli Piyango National Lottery has filed 420,000 complaints.
Turkey.- The Turkish National Lottery Office (Milli Piyango İdaresi, MPİ) has submitted a dossier containing 420,000 criminal complaints against websites allegedly promoting unlicensed gambling. MPİ Chairman Ekrem Candan said the data, compiled over several years, identifies 239,000 domains in violation of Turkish gambling laws.
The complaints were filed with MASAK, the Financial Crimes Investigation Board. Candan described illegal gambling as a “borderless threat” undermining Turkey’s economy and enforcement actions as “not just a matter of gambling, but one of national security.”
The submission coincides with the launch of Erdoğan’s 2025–2026 Action Plan for Combating Illegal Betting, Games of Chance and Gambling in Virtual Environments. The plan mobilises the government with MASAK as the central coordinator and assigns enforcement powers across multiple ministries.
The Interior Ministry oversees cybercrime units, the BTK blocks digital platforms, the Treasury and Finance Ministry strengthens payment and AML controls, and the Justice Ministry prioritises prosecutions. The Directorate of Communications monitors influencer and social-media advertising linked to gambling promotions.
President Erdoğan has vowed that “progress must be visible by 2026,” describing illegal gambling as a corrosive force that “weakens the economy and empowers criminals.”
