UAE gaming regulator names Jim Murren as interim CEO as Kevin Mullally steps down

The General Commercial Gaming Regulatory Authority has confirmed a leadership transition as Mullally departs for personal reasons.


United Arab Emirates.- The General Commercial Gaming Regulatory Authority (GCGRA) has announced that its CEO Kevin Mullally has stepped down for personal reasons. The regulator’s chairman, Jim Murren, will assume the role of interim CEO, effective immediately.

Mullally became the inaugural head of the GCGRA upon its establishment in September 2023 to oversee the United Arab Emirates’ new regulatory framework for commercial gaming. His tenure saw the launch of the UAE Lottery, the nation’s first licensed gambling product, as well as the creation of the licensing structure that granted Wynn Resorts approval to develop the country’s first casino and integrated resort on Al-Marjan Island, now set to open in 2027.

Mullally described his tenure at thye GCGRA as “one of the greatest professional honours” of his career. “Together, we built an efficient, modern regulatory framework that upholds integrity and consumer protection while encouraging innovation,” he wrote. He said he now intends to “prioritise family over profession” and return to the United States.

The GCGRA said its operations, licensing and stakeholder engagement will continue without interruption during the transition. Murren said it remains committed to “regulatory excellence, responsible gaming, and confidence in the UAE’s approach”.

In addition to Wynn’s upcoming casino in Ras Al-Khaimah, MGM Resorts has applied for a casino license, in the UAW and several suppliers have secured vendor certifications. As interim CEO, Murren will oversee the continuation of licensing and potentially the introduction of online gaming.
