Four types of breaches of the Gambling Regulation Act were identified.
Australia.- The Victorian Gambling and Casino Control Commission (VGCCC) has issued a $150,000 fine to Flying Horse Bar and Brewery in Warrnambool for multiple breaches of gambling regulations. These included failing to assist patrons in distress and allowing staff to play machines while on duty.
According to the regulator, multiple visits to the south-west Victorian pub in February 2024 uncovered four types of breaches under the Gambling Regulation Act, including the absence of a licensed gambling industry employee on 12 occasions and a failure to maintain an unclaimed winnings register. The VGCCC said the venue neither kept CCTV recordings of the gaming area for 28 days nor ensured continuous monitoring, as mandated by law.
Inspections also revealed several breaches of the bar’s code of conduct, including three cases of failing to assist a patron experiencing distress that may have been connected to gambling. Officials also observed a staff member using residual credits to play two machines. They noted that the venue did not have a responsible gambling officer present in the gaming area on 22 occasions.
Suzy Neilan, chief executive of the commission, said: “The severity of this fine reflects the seriousness of the venue’s shortcomings. Venue staff play an important role in protecting people from potentially experiencing gambling harm, and all employees must take this responsibility seriously.”
The regulator said the pub co-operated with the investigation and has implemented changes, including staff training, continuous CCTV in the gaming area and the introduction of an unclaimed winnings register.
