Vietnam Chamber of Commerce and Industry proposes raising betting limit for football and horse racing

The VCCI is calling for a maximum of VND100m (US$3,800) per person per day.


Vietnam.- The Vietnam Chamber of Commerce and Industry (VCCI) has recommended increasing the daily betting limit for horse racing and football to combat illegal operators. This proposal was submitted in response to the draft decree that would replace Decree No. 06/2017 on betting regulations for horse racing and greyhound racing and establish a five-year pilot of international football betting under a single operator.

In the draft decree, the ministry raised the current VND1m (US$38) per day limit to VND10m. In its feedback to the ministry, the VCCI suggested setting the maximum daily bet at VND100m (US$3,800) per player or allowing a VND10m (US$380) daily betting cap on each product.

It believes that higher limits would allow legal operators to serve high-spending customers and better compete with illegal markets. The government could implement control mechanisms, such as player identification, financial monitoring and risk alerts to mitigate negative impacts, it said.

The chamber also called for a relaxation of restrictions on advertising related to betting, suggesting that betting companies be allowed to advertise on digital platforms such as social media, search engines, and mobile apps.

The draft decree also proposes a mandatory minimum contribution to the central government budget of 10 per cent of gross gaming revenue (GGR), which is revenue from ticket sales minus payouts. This contribution is in addition to other tax obligations, including a 30 per cent special consumption tax and a 10 per cent VAT.

The VCCI argued that the 10 per cent contribution is excessive compared to international standards and would diminish the competitiveness of legal operators against unregulated platforms that are free of tax obligations. Including all tax and fiscal contributions, legal enterprises would pay over 40 per cent of GGR. VCCI recommends reducing the central budget contribution to 5 per cent of GGR during the pilot phase.

“This is a reasonable level that allows businesses enough margin to survive and grow, while still ensuring state revenue. Once the market matures, the government can adjust contribution rates gradually. This flexible policy would encourage serious, long-term investment rather than short-term profit-seeking,” the VCCI document states.
