There is currently only one casino in Vietnam where Vietnamese citizens can gamble.
Vietnam.- Two Vietnamese casino resorts may be opened to local players under pilot programme. According to local media outlet Lao Dong, the Grand Ho Tram resort in Ba Ria-Vung Tau and the new development in Van Don, may gain permission to allow Vietnamese nationals to access their casinos, under a proposal drafted by the Ministry of Finance. Currently, there is only one casino in Vietnam where the country’s own citizens can gambling, on Phu Quoc Island.
According to Lao Dong, the draft resolution states that Vietnamese people who meet financial requirements will be allowed to play in casinos in Van Don and Ho Tram on a pilot basis for a period of five years from the date of operation.
According to the draft decree on casino operations, Vietnamese citizens would be required to pay VND2.5m (US$100) for each 24-hour period of casino access or VND50m (US$2,000) per month. The suggested daily cost is 2.5 times higher than the current rate.
Other key restrictions from the existing pilot would remain in effect. Vietnamese citizens must be at least 21 years old and not be on a self-imposed or family-initiated exclusion list to be eligible for entry. Casino operators would be required to install 24/7 camera surveillance systems covering all key areas, with footage stored for a minimum of 180 days.
The Grand Ho Tram is currently a foreign-only resort located southeast of Ho Chi Minh City. Van Don’s US$2bn integrated resort is being developed by Sun Group and is due to open fully by 2032.
