Turkey’s opposition pushes for overhaul of gambling legislation


The Republican People’s Party (CHP) in Turkey is advocating for a comprehensive reform of gambling laws, including the establishment of a single Gambling Law and a new supervisory authority. The proposal aims to address regulatory shortcomings and the normalisation of gambling behaviour, calling for stronger financial controls and enforcement measures. The CHP criticises the current fragmented framework and the role of state-owned operators in perpetuating illegal gambling activities. They emphasise the need to combat money laundering and account-rental schemes through the Financial Crimes Investigation Board (MASAK). The opposition’s initiative highlights the need for a more effective and centralised approach to regulating the gambling sector in Turkey.

Armenia advances proposal for centralised gambling monitoring system

Armenia’s National Assembly is considering legal changes to establish a centralised digital oversight system for the gambling sector. The proposed amendments to the Law on the Regulation of Gaming Activities would allow the State Revenue Committee to select a system operator through a competitive tender for a 15-year term. This operator would be responsible for managing a digital infrastructure that integrates all licensed gambling operators, providing real-time data on betting activity. The legislative package also aims to prevent legal challenges to the tender process, allowing it to proceed despite potential judicial reviews. Additionally, lawmakers are discussing measures to combat illegal online gambling, such as restricting advertising by unlicensed operators and enhancing tools to block access to illegal websites.

New Zealand online casino gambling bill clears committee stage

New Zealand is moving closer to regulating online casino gambling with the recommendation of the Online Casino Gambling Bill by Parliament’s Governance and Administration Committee. The bill aims to establish a regulated domestic market to replace offshore sites, introducing a licensing system, enforcement against unlicensed operators, and rules for harm minimisation and consumer protection. Up to 15 online casino licenses would be issued to control the market size, with a portion of revenue earmarked for community funding. The implementation timeline has been adjusted to allow regulators and operators more time to comply. The bill, introduced in June 2025, is expected to be enacted in early 2026 pending parliamentary approval at the second reading, with licensing and enforcement to follow in stages.

Macau GGR rises 24% year-over-year in January

The Gaming Inspection and Coordination Bureau reported that Macau’s gross gaming revenue in January reached US$2.81bn, the highest since 2019. This marks a 24 per cent increase year-on-year and 8.4 per cent from December 2025. The momentum is expected to continue as the Chinese New Year holiday approaches. In 2025, Macau’s GGR was US$30.9bn, surpassing the government forecast and representing 84.6 per cent of the 2019 total. Strong December GGR performance also contributed to this growth. The positive trend in gaming revenue indicates a promising outlook for Macau’s gaming industry.
