Macau gambling regulator to “fine tune” oversight of operators’ non-gaming projects


The Macau government will intensify oversight of casino operators to ensure they prioritize projects that benefit the city’s economy and society. The Gaming Inspection and Coordination Bureau will closely monitor non-gaming investments by the six casino operators, aiming to refine project scopes. Emphasis will be placed on projects that enhance Macau’s economic growth, social development, and global reputation, promoting tourism, economic diversification, and sustainability. Operators are encouraged to participate in priority projects in the Guangdong-Macau In-depth Cooperation Zone. Under their 10-year concession agreements, operators committed to investing billions in non-gaming projects. Lawmakers are pushing for increased transparency and accountability in these investments, with a focus on factors like social responsibility and local workforce hiring. The government will assess how these investments contribute to Macau’s economic development.

Construction resumes on Wynn’s UAE casino resort

Construction has resumed on the Wynn Al Marjan Island project in Ras Al Khaimah after a temporary pause due to conflict in the Middle East. Wynn Resorts has implemented enhanced security measures for personnel working on the $5.1 billion integrated resort. Despite heightened security concerns in the region, the company remains confident in the UAE’s defense capabilities. Employees have the option to work from abroad if advised by their embassies. The project’s timeline remains unchanged, with the resort expected to open in the first quarter of 2027.

Macau gaming tax revenue up 18.9% January-February

The Macau government collected US$2.1bn in casino taxes in the first two months of 2026, representing a significant increase from the previous year. This revenue accounted for 90.7% of the government’s total revenue. Despite the growth, the gaming tax revenue for February alone was MOP8.69bn (US$940m). The Gaming Inspection and Coordination Bureau reported that Macau’s GGR for the same period was MOP43.26bn (US$5.38bn), showing a year-on-year increase but still below pre-pandemic levels. Under the current concessions, casinos pay 40% of GGR in taxes, with the government estimating total gaming sector tax income to reach MOP92.53bn (US$11.52bn) in 2026. In 2025, Macau collected MOP94.85bn (US$11.8bn) in gaming taxes, surpassing the government’s budget plan forecast.

Macau gaming tax revenue up 7.6% in 2025

The Financial Services Bureau reported that Macau collected MOP94.85bn (US$11.8bn) in gaming taxes in 2025, exceeding the government’s budget plan. Gaming taxes accounted for 82.7% of the total revenue in 2025, with casinos paying 40% on GGR under the 10-year concessions. Macau’s GGR for 2025 reached MOP247.40bn (US$30.9bn), up 9.1% from the previous year. The government’s 2026 fiscal budget plan estimates income from gaming sector taxes to reach MOP92.53bn (US$11.52bn). This demonstrates the significant contribution of the gaming industry to Macau’s government revenue.

AGEM Index dropped 10.5% in February as gaming supplier stocks retreat

The Association of Gaming Equipment Manufacturers (AGEM) Index in Asia dropped by 10.5% in February, reaching 1,625.28 points. Nine out of ten companies on the index experienced share price declines, resulting in a negative overall performance. The largest negative contributor was Aristocrat Leisure Limited, with a 10.2% decrease in share price. Ainsworth Game Technology was the only company to make a positive contribution with a 1.5% increase. Overall, the index is down 8.7% year-on-year. In comparison, US equity markets had mixed performance in February, with the NASDAQ Composite and S&P 500 declining while the Dow Jones Industrial Average saw a slight gain.

Concert-driven tourism keeps Macau’s March GGR on track for 14% growth, Citi says

Analysts from Citigroup reported that Macau’s gross gaming revenue had a strong start in early March, attributing it to large concerts at integrated resorts featuring popular artists. The revenue for the first eight days of March was around MOP5.65bn, slightly lower than February but significantly higher than the same period in 2025. Citigroup forecasts that March’s GGR could reach MOP22.5bn, a 14% increase year-on-year. VIP volumes decreased by 2-4% month-on-month, while mass-market GGR fell by 3-5%. The concerts, including performances by K-pop group TREASURE and Chinese singer Wang Sulong, are believed to have contributed to the positive start in March.
