India’s Supreme Court demands government response to challenges against gaming ban

A hearing on November 26 will address the challenge to India’s Promotion and Regulation of Online Gaming Act, which bans money-based games. Online gaming companies have filed petitions arguing that the law unfairly criminalizes their activities and drives players to unregulated markets. The Supreme Court has directed the government to respond to these petitions. Additionally, a public interest litigation seeks a nationwide ban on online gambling disguised as social or e-sports platforms, citing risks of addiction and financial harm to young users. The court will also consider this plea filed by the Centre for Accountability and Systemic Change. Senior advocate C.A. Sundaram highlighted the impact of the ban on legitimate businesses, urging the court to reconsider the legislation’s restrictions on gaming and trade freedoms under the Indian Constitution.

Analysts expect Macau GGR to rise by as much as 17 per cent in December

Analysts predict continued strong growth for Macau’s gaming industry, with JP Morgan forecasting an 8-10% increase in gaming revenue for November and 15-17% growth in December. Seaport Research Partners also expects growth, estimating 11.5% for November and 14% for Q4 overall. The market is driven by Chinese wealth, liquidity, and easing visa policies, supporting demand from premium mass and VIP players. While high-end segments lead, mid-tier mass is improving, nearing pre-pandemic levels with support from day-trippers. Long-term growth will rely on overnight visitation and base mass recovery, with increased marketing and player engagement. Seaport projects GGR to grow by 9.2% in 2025, with around 7% gains in 2026 and 2027.

This surpassed the previous post-pandemic record set in August. Despite a cumulative 8% increase for the first ten months of 2025 compared to the previous year, it remains 16.7% below the same period in 2019. The figures were boosted by the Golden Week holiday period, with 1.14 million visitor arrivals. The government revised its GGR estimate downwards to MOP228bn ($28.2bn) from MOP240bn ($29.69bn).
