Gaming-related suspicious transaction reports fall in Macau
The Financial Intelligence Office (FIO) in Macau reported a decrease in the number of Suspicious Transaction Reports (STRs) filed by casino operators in the first nine months of 2025. The total number of STRs across all sectors also decreased compared to the same period in 2024. Gaming accounted for the majority of the reports, with financial institutions and insurance companies also submitting a significant number. The gaming sector’s share of STRs slightly decreased, while reports from financial institutions and insurance companies increased. In full-year 2024, there was an increase in the number of STRs filed by casino operators compared to the previous year. The FIO continues to monitor and address suspicious transactions in the region.
Macau’s October Golden Week numbers come in under forecast
During Macau’s Golden Week in October, the Public Security Police Force reported 1.14 million visitor arrivals, slightly below the forecast. Despite this, it was a 15.3% increase from 2024. Retailers in tourist areas experienced weak consumer spending, attributed to a sluggish mainland economy and changing spending behaviours, especially among younger visitors. Macau saw a peak in border crossings and visitors on Saturday before being impacted by Typhoon Matmo. Casino gross gaming revenue reached MOP5.5bn in the first five days of October, with analysts predicting a 11-13% growth for the month. Despite the challenges, Macau remains a popular destination for visitors, with potential for continued growth in the gaming industry.
India’s Supreme Court schedules hearing on online gaming ban
The Supreme Court of India has scheduled a hearing for November 4, 2025, to address challenges to the Promotion and Regulation of Online Gaming Act, 2025, which has resulted in a nationwide ban on real-money gaming. Online gaming companies have reported layoffs and closures due to the ban, with calls for early relief to address the national impact. The Act, passed in August, prohibits all online money games, sparking debate among industry stakeholders who argue it goes against established judicial precedent on skill gaming. The petitions have been consolidated in the Supreme Court to avoid conflicting rulings, with no other high court handling related challenges. The industry contends that the legislation undermines legitimate businesses contributing to India’s digital economy.
Indian IT Ministry releases draft rules for new online gaming law
The Indian Ministry of Electronics and Information Technology has released the Draft Promotion and Regulation of Online Gaming Rules, 2025 for consultation until October 31. The rules aim to categorise and regulate online games, establish an authority to oversee registration and grievances, and set penalties for non-compliance. Different ministries will promote e-sports and online social games, with guidelines for age-appropriate content. The authority will determine if a game is an “online money game” and issue registrations valid for up to five years. Penalties can be imposed for violations, and a three-tiered system is in place for resolving user complaints. The rules also include provisions for a transitional period for fund repayment and annual reporting to the Central Government.
