Daniel Tan Sin Heng appointed as Singapore Gambling Regulatory Authority chief executive

Singapore.- The Ministry of Home Affairs (MHA) has announced the appointment of Daniel Tan Sin Heng as the next chief executive of the Gambling Regulatory Authority (GRA). He will with replace Teo Chun Ching from June 2.

Currently Commander of the Traffic Police within the Singapore Police Force, he has held previous positions as Deputy Commissioner (Policy and Transformation) at the Singapore Prison Service, Director of Planning and Organisation at the Singapore Police Force, and Commander of Central Division.

Teo, who has served as chief executive while concurrently holding the role of Deputy Commissioner of Police (Policy) oversaw the transformation of the former Casino Regulatory Authority into the Gambling Regulatory Authority in 2022, when the regulator’s oversight was expanded beyond casinos to include all gambling products. The restructuring coincided with the introduction of the Gambling Control Act, which replaced several gambling laws and created a more flexible regulatory framework.

During his tenure, Teo also led the regulator’s digital and data transformation. Under his leadership, the GRA worked with the Ministry of Home Affairs to introduce significant amendments to the Casino Control Act in 2024, aimed at modernising Singapore’s casino regulatory regime.

As Traffic Police commander, Tan led legislative changes to strengthen road safety, including revisions to the demerit points system and expanded speed limiter requirements for heavy vehicles. He also oversaw the adoption of new technologies, including next-generation electric expressway patrol vehicles and AI-enabled analytics to enhance enforcement capabilities.

Earlier in his career, Tan spearheaded several transformation initiatives at the Singapore Prison Service, including a five-year communications masterplan supporting rehabilitation programmes and community correction efforts aimed at reducing recidivism.

The appointment follows Singapore’s recent leadership changes at the Gambling Regulatory Authority, including the designation of former Commissioner of Police Hoong Wee Teck as chairman. Singapore’s casino sector operates under a duopoly structure comprising Resorts World Sentosa, operated by a subsidiary of Genting Singapore, and Marina Bay Sands, run by a unit of Las Vegas Sands Corp.
