India.- Goa’s casino industry has generated more than INR17.49bn (US$192.9m) for the state over the past five years. While the figure shows a recovery following the Covid-19 pandemic, collections dipped last year.
Data presented by Chief Minister Pramod Sawant in the Legislative Assembly shows that collections through licence fees and other charges under the Goa Public Gambling Act 1976 reached INR1.86bn (US$20.5m) in 2021–22, rising to INR3.53bn (US$38.9m) in 2022–23 and peaking at INR6.04bn (US$66.4m) in 2023–24. The figure declined to INR4.61bn (US$50.8m) in 2024–25, while the current financial year has so far generated INR1.43bn (US$15.8m) as of late February.
Goa’s regulated casino market has 23 active licences: 17 land-based casinos operating within hotels and six offshore vessels. Authorities said all offshore casinos in operation have obtained the necessary approvals from the Captain of Ports Department, and that no unlicensed vessels have been identified.
