New Zealand.- The Online Casino Gambling Bill has passed its third and final reading in Parliament, marking a key step towards establishing a regulated online casino market in New Zealand. The legislation now advances to receive Royal assent.
The framework will regulate online casino activity in New Zealand for the first time, allowing up to 15 licences through a competitive process. Licensed operators will be required to comply with harm prevention and consumer protection measures, including by identifying and excluding problem gamblers. The law will also require operators to pay taxes locally.
The Department of Internal Affairs will oversee the sector, supported by expanded enforcement powers such as take-down notices, warnings and fines of up to NZ$5m (US$2.9m) for serious or repeated breaches. The framework includes provisions to direct a share of gambling revenue to community organisations, including sports clubs and grassroots groups.
Regulations covering advertising, harm minimisation and consumer protection are expected later in 2026, ahead of the rollout of the licensing system.
