The Philippines.- The Baguio City Council has approved the second reading of a proposed ordinance that would ban new online gambling operations and restrict gambling advertising. The measure will undergo further deliberation before a final vote.

Under the proposal, no new permits or renewals would be granted for online gambling operators or related service providers in Baguio City on Luzon. Existing businesses, including online casinos, e-games, online poker, e-bingo outlets, online sabong and Philippine Offshore Gaming Operators (POGOs), would be given one year to cease operations.

The ordinance would also prohibit gambling advertisements in public spaces, including billboards, posters, LED screens, transit advertising and flyers. Gambling sponsorships for educational, sporting, cultural, religious and government events would also be banned, while gambling branding would be prohibited in schools, universities, parks, churches, sports facilities and other designated child-friendly areas.

People under the age of 25 would be prohibited from entering gambling venues or participating in games of chance, while schools, universities and student dormitories would be designated as gambling-free zones. A Youth and Family Protection Against Gambling Council would oversee enforcement, public complaints and responsible gambling measures.

The city plans to establish a digital reporting platform allowing residents to report illegal gambling websites, mobile applications and social media accounts. Reports would be forwarded to national agencies. Authorities also intend to work with internet service providers and payment platforms to help detect and prevent illegal gambling transactions.
