But this expansion is not just about profit — Botswana is also prioritizing responsible gambling by urging operators to adopt AI technologies for player protection and anti-money laundering (AML) controls.

Let’s break down this groundbreaking move, the benefits it brings, and how Botswana is setting a new standard in African gambling regulation.

  • Botswana awarded 10 bookmaker licenses, with six operators live and three more launching soon.
  • The GA is pushing for AI tools to monitor player behavior, support AML, and strengthen responsible gaming.
  • Operators like BetXplosion have pledged 5% of Gross Gambling Revenue (GGR) to Corporate Social Responsibility (CSR) initiatives.

Botswana’s Gambling Boom Begins

The Botswana Gambling Authority recently issued ten new bookmaker licenses, signaling a strategic push to develop the national gambling sector.

Six operators have already launched operations, while three more are preparing to enter the market.
One licensee has withdrawn, but the overall momentum remains strong.

The announcement came at the launch of BetXplosion, one of the new operators, where GA Chairman Marvin Torto emphasized the Authority’s “facilitative” regulatory approach.
Torto highlighted that the GA is intensifying stakeholder engagement, developing national gambling standards, and reducing regulatory hurdles.

Economic Growth and Job Creation

The licensing push has already delivered tangible economic benefits.
More than 400 jobs have been created in casinos and new bookmaker outlets.

Looking ahead, the GA projects that up to 2,300 additional jobs could emerge across casinos, betting shops, and Limited Payout Machines (LPMs).

However, the Authority is keenly aware of the risks tied to gambling growth, including:

  • Underage gambling
  • Problem gambling behavior
  • Money laundering

AI: A New Frontier in Gambling Oversight

To counter these risks, the GA is calling for advanced technological safeguards.
Chairman Torto specifically urged operators like BetXplosion to integrate Artificial Intelligence (AI) tools to:

  • Detect irregular gambling behavior
  • Identify early signs of gambling addiction
  • Generate alerts for AML concerns

He emphasized that AI will strengthen both player protection and operator compliance, aligning Botswana with global best practices in gambling regulation.

Corporate Social Responsibility (CSR) Commitments

BetXplosion has pledged to allocate at least 5% of its Gross Gambling Revenue (GGR) to CSR initiatives.
These efforts will support:

  • Youth development programs
  • Education initiatives
  • Sports development
  • Health awareness campaigns

The GA will monitor these commitments through annual reporting and community feedback, ensuring operators remain accountable to local communities.

Data-Driven Regulation for the Future

In parallel with licensing efforts, the GA has launched a national gambling prevalence study.
This research will examine gambling behaviors, particularly the rise of online gaming and its associated risks.

The study’s findings will help shape future regulations, ensuring that Botswana’s gambling market grows responsibly and sustainably.

Botswana in a Global Context

Botswana’s proactive stance reflects a broader regional shift toward formal gambling regulation.
For example, Brazil recently issued 21 permanent betting licenses as part of its own regulatory overhaul.

Botswana now positions itself among the leading African jurisdictions prioritizing both economic opportunity and consumer protection in gambling oversight.

Botswana’s licensing of ten bookmakers marks a pivotal moment for the country’s gambling sector.

With economic benefits already visible and strong regulatory measures in place, Botswana balances market expansion with a firm commitment to responsible gambling.

By championing AI adoption and enforcing robust CSR commitments, Botswana sets a new regulatory benchmark — not just for Africa, but for emerging gambling markets worldwide.

As the industry evolves, Botswana is proving that growth and responsibility can go hand in hand.
