The Philippines.- The Philippine consulates in Hong Kong and Macau have issued advisories urging Filipino communities to comply with local gambling and financial regulations. They have warned that violations carry heavy penalties under both jurisdictions’ laws.
In Hong Kong, the Philippine Consulate issued a separate reminder reinforcing the city’s strict anti-illegal gambling laws. The advisory stressed that all forms of gambling outside licensed operators are prohibited, regardless of the amount involved.
Under Section 13(1) of the Gambling Ordinance (Cap. 148), offenders may face penalties of up to HK$5m (US$638,329) and imprisonment for up to seven years. The consulate’s warning follows recent enforcement actions by Hong Kong authorities, including the use of drones in anti-illegal betting operations, which have led to multiple arrests.
Meanwhile in Macau, the Philippine Consulate General cautioned Filipinos against participating in illegal money exchange through unauthorised shops or individuals. The advisory warned against using overseas mobile wallets or bank accounts to illegally remit foreign currencies converted from Macao patacas (MOP).
Citing Macau’s Financial System Act (Law No. 13/2023), the consulate noted that only licensed financial institutions are permitted to conduct regulated financial activities. Unauthorised currency exchange is punishable with fines ranging from MOP500,000 (US$61,979) to MOP5m (US$619,713).
