Philippine gross gaming revenue up 6.39% in 2025

The Philippines.- The Philippine Amusement and Gaming Corporation (PAGCOR) has released its industry financial report for the year 2025. It cites gross gaming revenue (GGR) of PHP396.14bn (US$6.61bn) in 2025, a 6.39 per cent increase from PHP372.33bn (US$6.21bn) in 2024. Revenue from the online and electronic gaming sector offsetting the decline in earnings from brick-and-mortar casinos.

According to PAGCOR, the electronic and online gaming segment, including E-Bingo, E-Games, Bingo Grantees, and onsite and offsite poker, generated PHP201.12bn (US$3.35bn) in revenue, up 30.04 per cent from PHP154.66bn (US$2.58bn) in the previous year. That’s 50.77 per cent of total industry GGR, overtaking licensed casinos as the largest GGR contributor.

Revenue from licensed casinos declined by 9.58 per cent to PHP182.50bn (US$3bn) from PHP201.84bn (US$3.37bn) in 2024. PAGCOR-operated casinos generated revenue of PHP12.52bn (US$209m), down a 20.95 per cent.

PAGCOR CEO Alejandro Tengco said: “The increase in electronic gaming revenues shows how the industry has evolved. Online gaming is no longer a supplementary segment but has now become the leading driver of overall GGR growth.”

Tengco added that electronic gaming revenue growth came despite a slump in the third quarter of 2025 following the de-linking of e-wallets, which disrupted player access and payment channels. He said the adjustments in digital payment systems were implemented to improve transaction traceability, protect players, and strengthen confidence in regulated online gaming.

“The 2025 GGR performance underscores the importance of regulatory balance as the industry evolves,” PAGCOR chief said. “Our objective is not simply to grow revenues, but to ensure that growth is sustainable, transparent, and compliant because of a stronger regulatory environment that supports the long-term stability of the gaming industry.”
